All generation fees are per certificate. One certificate represents one megawatt-hour.

| Description | A Qualified Reporting Entity can either be an independent entity responsible for meter reading and reporting generation data or an affiliated entity with adequate internal separation to prevent conflicts of interest. They are required to adhere to the reporting standards established in the Operating Procedures. | Market Administrators are intended for organizations that facilitate the marketing, sale, and exchange of EACs across CleanCounts organizational account holders through a market platform that lists EAC inventories via the API. To qualify as a Market Administrator, an organization must have its Participant Terms of Use approved by CleanCounts and make these terms accessible for participant review at all times. Please reach out to systemadmin@cleancounts.org before registering as a Market Administrator. | Program Administrators include state or provincial regulatory bodies, such as staff from public utility commissions and public service commissions, as well as administrators of voluntary market programs like Green-e. Notes
1. The General Subscription can hold, transfer (outgoing and incoming), and retire certificates, and can register and manage generators, receiving certificates for approved generation. It is the only subscription type that can retire certificates to meet compliance requirements for state or provincial programs that use CleanCounts.
2. The Large Project Subscription can register generators and receive certificates for approved generation. It can hold, reserve, and voluntarily retire certificates, and initiate outgoing transfers, but cannot accept incoming certificate transfers from other organizations.
3. The Small Project Subscription covers generators with cumulative nameplate capacity of 1.5 MW or less. It otherwise carries the same permissions as the Large Project Subscription.
4. Organizations pay a per-certificate issuance fee each calendar year. For renewable generators only, a per generator fee cap is applied after the first three million certificates issued by one generator in the Registry each calendar year. The fee cap does not apply to Backloaded Generation or to Alternative Energy Certificates (AECs).
5. Transfer of certificates between organizations within the registry.
6. Imports of certificates into CleanCounts from other registries.
7. Exports of certificates from CleanCounts to other registries.
8. Retirement of certificates for hourly claims.
9. Retirement of certificates recognized under the compliance retirement type.
10. Retirement of certificates for a green pricing program, a Green-e Energy certified voluntary market sale, beneficial ownership, or any other voluntary market reason.
11. Fee to reserve a certificate originally issued in CleanCounts that needs to be used outside the platform.
