CleanCounts is conducting a public consultation on two draft documents that propose clarifications to existing registry requirements. The purpose of these consultations is to solicit stakeholder input prior to a scheduled update to the RTC Operating Procedures in Q2 FY26.

1. CleanCounts Public Consultation Renewable Natural Gas (RNG) – PDF
This consultation is focused on stakeholders with interests in the CleanCounts Renewable Thermal Certificate (RTC) registry and in biogas or renewable natural gas projects. The draft document proposes a clarification of RNG eligibility based on quantitative gas quality characteristics and outlines the scope, rationale, and timeline for stakeholder input.
2. CleanCounts Proposed Metering Guidance – PDF
This consultation applies across all CleanCounts registries and is relevant to any stakeholder whose participation involves metering and measurement for certificate issuance. It addresses metering and measurement requirements for electricity, biogas/RNG, and other energy or molecules tracked in CleanCounts registries, and is expected to be of particular interest to developers, generators, engineers, Independent Review Entities, and stakeholders focused on measurement accuracy and auditability.
Consultation period:
CleanCounts is accepting written comments on both documents through Monday, February 23, 2026.
