| Description | An Independent Reporting Entity (IRE) serves as a neutral party, such as a control area operator or third-party meter reader, and is not linked to the generator owner(s) it represents, or is sufficiently independent in duty segregation to ensure no conflict of interest. IREs must sign an agreement with CleanCounts, committing to precise data reporting and IRE Verification process per the Fuels Registry Operating Procedures. This role is critical to upholding the integrity of certificate issuance and tracking. | The Market Administrator Subscription is intended for organizations that facilitate the marketing, sale, and exchange of EACs within CleanCounts’ organizations through a market platform that lists EAC inventories via the CleanCounts API. To qualify as a Market Administrator, an organization must have its Participant Terms of Use approved by CleanCounts and make these terms accessible for participant review at all times. | State or Provincial regulatory bodies, such as staff from public utility commissions and public service commissions, as well as administrators of voluntary market programs like Green-e, may be eligible for a Program Administrator Subscription. Notes
1. The General Organization Subscription can hold, transfer (outgoing and incoming), and retire certificates, and can register and manage generators, receiving certificates for approved generation. Organizations retiring certificates to meet compliance requirements for any state or provincial program that uses CleanCounts must hold this subscription type.
2. The Generator-Only Subscription can register one or more fuel generators and receive certificates issued for those generators. It can hold certificates, initiate outgoing transfers, and withdraw certificates for use in external regulatory programs such as the California Low Carbon Fuel Standard or the U.S. EPA Renewable Fuel Standard only when those programs explicitly allow stacking. There is no annual fee, but transaction-based fees may apply to certificate withdrawals.
3. One-time fee per registered generator. The fee is waived when the generator’s generation is reported through an Independent Reporting Entity.
4. There is no fee to issue fuel certificates.
5. Retirement fee for each certificate retired in the registry under the compliance retirement type.
6. Retirement fee for each certificate retired in the registry under the voluntary retirement type.
7. Fee to reserve a certificate originally issued in CleanCounts that needs to be used outside the platform.
8. Transfer of certificates between organizations within the registry.
